To register on line- you will need to upload a copy of your child's birth certificate AT A MINIMUM.  System requirements prevents this from being a PDF copy, a phone picture of the certificate is fine.  

If you registered in the past and uploaded a birth certificate, proof of Salem residency, etc, which was APPROVED, and if you use the same log on (email address, logon id, etc.) you will not have to do the upload again.  If you tried to skirt the upload by uploading a picture of your dog as a birth certificate, and it was not approved, you will be forced to upload again.  If you create a new account, it will force you to do it again since the system thinks you are new to the program.  If you are new, obviously you will need to upload.
