MAJOR LEAGUE BASEBALL

DRAFT
6.02 Each
team shall be made up of 12 players aged 10-12. (2006)
6.03 All
teams shall begin the season with an equal number of players.
6.04
Any player who
played in the Farm League the previous year will not be allowed to play in the
Majors the following year. (2002)
6.05
The Draft and
Registration Committee will set the number of 10-year-olds each team will be
allowed to draft each year. This will be
based on the numbers available vs. the numbers needed (not talent) for all age
groups.
6.06 Rosters
will be filled by managers using a draft system. Draft order will be determined by where you
finish in the playoffs. The last place
team will receive the first pick in the draft. (2005) The
order shall remain the same through every round on a 8-7-6-5-4-3-2-1 basis. Tie-breaker is based on playoff seeding,
where lower seeded team drafts first. (2012)
6.07 When
a team will have 10 or fewer players available for a game, the league director
must be contacted. (2002)
6.08
Prior to the start of the regular season, each team will supply the
name(s) of three players to the Major League Director for a player pool to be
used when another team
requires
a player on a temporary basis. (2011)
6.09
The manager using the temporary player must abide by the following
requirements:
A.) The player is prohibited from
pitching in the game
B.) The player is prohibited from playing
in the infield (use your own players)
6.10 A
player from the Minor League may become a permanent member of a Major League
team only when the team has lost players on a permanent basis and its roster
has been reduced to eight, or if a player from the original roster is lost
prior to the beginning of the regular season.
6.11
There is no condition where a 9 year old would be allowed to play in a
Major League game. If this is found to
occur, the manager will be suspended for 2 games. (2009)
PLAYOFFS
6.12 All
teams shall qualify for the playoffs (2006).
In case of ties, a tie-breaking procedure (Rule 5.22) shall be used to
determine seeding. The first round of
the playoffs will be: Team 1 vs. Team 8,
Team 2 vs. Team 7, Team 3 vs. Team 6, and Team 4 vs. Team 5. Each following round will be based on the
original seeding, where the highest seed will play the lowest remaining seed.

6.13 In
each series, the team with the highest seed shall have the option or being home
team or visitor. The other team shall
have the option in game two. Better
record shall be determined by appropriate tie-breaking procedures (Rule
5.22)
HOME RUN
HITTING CONTEST
6.14
Instead of an ALL-STAR game,
Major League players can participate in a Home Run hitting contest on family
day. League Director will establish
rules. (2011)
MISCELLANEOUS
6.15 There
will be free substitution defensively.
Each player must play two consecutive innings in the field. (2003) The batting order
does not change until the 4th inning when the players not currently
in the batting order are put into the game to replace those who were in the
batting order to start the game. (2001)
6.16 A
10 run ‘Mercy Rule’ will be in effect if either of the following is true. The home team is ahead at the end of 4 ½
innings or the 5th inning has been completed and 10 or more runs
separate the teams. (2011)
TOURNAMENT
6.17
The selection of the tournament manager will be decided by standings of
the league on June 15th. Use
tie-breaker if necessary (Rule 5.25).
6.18 Each
team will nominate their own players.
Managers will then vote on those players who are nominated. The top 12 will be placed on the team. In the event of a tie for the last spot(s),
managers will vote again on those players involved until the 12 players are
selected.
6.19 The manager of the team will get to add
a 13th player to the roster if he/she chooses to do so.
7. MINOR BASEBALL
(Minor Baseball will be played using Major League
rules with the following exceptions)
7.01
Rosters
shall consist of player’s age 8, 9, 10, 11 and 12. All 10, 11 and 12 year-olds must try out for
the Major Leagues. Any 10, 11 and 12 who
does not make the Majors will be placed in the Minors. A select group of 8 year-olds, as determined
the league director may be chosen to play at the Minor level. Any new player, eligible to play in the
Majors, not attending tryouts will be placed on a Minor League team. (2004, 2012)
7.02
Minor
League rosters shall remain intact from year-to-year.
7.03
If
a team needs a temporarily player, the league director will bring up a Farm
League player from a pool chosen by the league director.
PLAYING RULES
7.04
A
continuous batting order of all players will be used. The offensive team shall be up until 3
defensive outs are made, or they bat through the lineup one time. (2010)
7.05
Free
defensive substitutions will be allowed, see also Rule 7.12 for restrictions.
7.06
A
12 year-old cannot pitch in the Minors.

7.07
Teams
will play with 10 defensive players. The
extra fielder shall be an outfielder.
7.08
A
runner on first base can only advance to second base if forced there
(Examples: hit, walk, hit by pitch,
tagging up, etc.) (2003)
7.09
One
run per inning is allowed to score on a passed ball or steal attempt. (2001)
7.10
The
base runner at 2nd can only advance one base at a time on a
non-batted ball. For example: On a pass ball, base runner from 3rd
scores and the catcher throws to 3rd in an attempt to throw out the
advancing runner from second, that runner may not score during this play. (2009, 2012)
7.11
Two
runs per inning are allowed to score from bases loaded walks. (2003)
7.12
No
player can play the same position for more than three innings unless the game
goes into extra innings. A one game
suspension will be imposed on the team manager if this rule is violated. (2004, 2012)
7.13
If
a league umpire is absent, the game will be played using an adult
volunteer. Advancing of bases by passed
balls or steals is suspended unless both managers agree to allow it.
7.14
Players
must play at least three innings in the field, two must be consecutive. Players not fulfilling the requirement
because of a shortened game must start the next game.
7.15
Intentional
walks are not allowed. If, in the
umpire’s judgment, a violation has occurred, the walk may be nullified and the
batter remains at the plate until he/she hits the ball or strikes out.
7.16
A
batter who is injured while at bat shall be replaced by the next person in the
batting order. The new batter shall
assume the count of the injured player.
If there is at least one strike and the batter eventually strikes out,
the out shall stand, but the new batter shall take their full turn at the
plate. If the new batter reaches base or
puts the ball in play, the batting order shall proceed in a normal fashion.
7.17
No
infield fly rule.
7.18
No
delayed stealing. A base runner cannot
advance on a return throw from the catcher. (2003, 2012)
PLAYOFFS
7.19
All
teams will participate in a double elimination playoff, seeding to be
determined randomly. If necessary,
teams finishing highest in the standings may receive a first round bye.
7.20
All
regular rules will apply with the exception of a suspended game (See rule 5.18).
7.21
Coin
flip will determine choice of home/away in the playoffs. Teams who play each other more than once will
alternate home/away. In the championship
game, team with the better regular season record shall have its choice. If two games might be necessary in the championship
series, team with the better regular season record has the choice of home/away
in game one. Home/Away reversed in the 2nd
game.
7.22
During
the playoffs, each team must have at least ten players. There cannot be a difference of more than 2
players between the teams. Team A has 13
players; team B must have at least 11 players.
The league director will be responsible to find alternate players if
needed. These are players from the Farm
League chosen by the League Directors.
Minor league managers are not allowed chose these players. (2004, 2012)
Penalty: If it is determined a manager did not contact
the League Director in a timely manner to remedy a roster issue, the manager
will be suspended for the next game.
Injury during a game, reducing the roster, will not cause the penalty.
ALL-STAR GAME
7.23
Managers
will be the playoff finalists, coaches should be chosen from other Minor League
managers. Minor league teams will be
randomly combined to determine the All- Star teams. Players on these teams are chosen by all
Minor League managers with approval of the League Director. It is recommended
that the 11’s and any 12 year olds be considered first. (2012)
8. FARM BASEBALL
8.01
Coaches shall pitch to members
of their own team. (2007)
8.02 Balls
and strikes shall not be called. Each
player will receive a maximum of 5 pitches per at bat. Additional pitches if he/she fouls the 5th
pitch off. (2007)
8.03 The
opposing team shall position a defensive player to the right or left of the
pitcher’s mound.
8.04 If
a batted ball hits the coach or machine, the ball is live. (2007)
8.05 Teams
shall have the option of using a standard catcher with full equipment or a
backup catcher who must wear at least a face mask.
8.06 The
adult pitcher shall also serve as the base umpire unless another volunteer may
be found to do so.
8.07 One
base advance on all overthrows.
8.08 During
the first half of the season, a half-inning will end when ten players have
finished their turn at bat. In the second half of the season the half-inning
shall end when 3 defensive outs are made or when 10 batters have finished their
turn at bat. If one teams at-bats are substantially
reduced because of defensive outs, an attempt should be made to play an
additional inning. (2012)
8.09 Players
shall be six, seven or eight years old.
No playoffs.
8.10 It
is strongly recommended that all players be given a chance to play all
positions as the season progresses. No
player can play the same position for more than 2 innings in a game. (2005)
8.11 Score
books will not be kept and there will be an attempt to limit the games to two
hours.
8.12 Bunting
is not allowed.
8.13 When
the ball is thrown into the infield after a hit to the outfield, the ball will
be considered dead when it is either caught by an infielder or lands on the
ground within the boundaries of the infield.
At this point if a runner is not more than half way to the next base the
runner must return to previous base.
9. SENIOR LEAGUE SOFTBALL
9.01 A
team will play with ten players in the field (2004).
9.02 A
pitcher may pitch up to ten innings in a two game week. In the event of a third game, an extra four
innings is allowed. (2001)
9.03
There will be a 10 run mercy rule in effect after 5 innings. (2012)
PLAYOFFS
9.04 Because
the number of teams may vary from year to year, the playoff format will be
decided by the league managers prior to the start of the regular season. The league director will submit this format
to the Board of Directors for approval.
9.05 Playoff
games shall be scheduled to allow all pitchers for both teams to be fully
rested for the playoffs.
10. MAJOR LEAGUE SOFTBALL
10.01 Only
two runs per inning are allowed to score from bases loaded walks. Six balls are required to walk in a run.
10.02 Only
one run per inning is allowed to score by a passed ball or steal. However, a base runner can advance to any
base when either the pitcher doesn’t cleanly field the throw from the catcher
or if a throw is made to any base. (2001)
10.03 A
pitcher may pitch up to nine innings in a two game week. In the event of a third game, an extra three
innings are allowed. (2001)
10.04 There
will be a 10 run mercy rule in effect after five innings. (2012)
DRAFT
10.05 All
10, 11 and 12 year olds must be drafted.
The balance of the rosters will be filled with 9 year olds. Before the draft, the maximum number of 9
year olds eligible to be drafted will be set.
After that number has been drafted, no further 9-year-olds will be able
to be drafted.
PLAYOFFS
10.06 Because
the number of teams may vary from year to year, the playoff format will be
decided by the league managers prior to the start of the regular season. The league director will submit this format
to the Board of Directors for approval.
10.07
Major Softball will not exercise the option to use drop ball by the
catcher on a called third strike. (2012)
11. MINOR LEAGUE SOFTBALL
(Minor League softball shall be played using Farm
baseball rules with the following exceptions)
11.01 Players
shall be either 6,7,8,9 or 10 years-olds.
All six, seven and eight-year-olds must play in the Minor League. Roster sizes and season schedules shall be
determined by the Draft / Registration Committee.
11.02 No
player shall play more than three innings in any one position.
